“Health at the dawn of development: the thought of Abraham Horwitz” is part of the dossier “Bioethics and diplomacy in health” (HCSM vol.22 no.1 Jan.\/Mar. 2015).<\/p><\/div>\n

This\u00a0article<\/a> explores the ideas of\u00a0former director\u00a0of\u00a0Pan American Health Organization\u00a0(PAHO) Abraham Horwitz on the\u00a0relationship between health and development in 1961.<\/p>\n

Fernando A.\u00a0Pires-Alves and<\/span>\u00a0<\/sup>Marcos Chor\u00a0Maio (Casa de Oswaldo Cruz\/Fiocruz)<\/span>\u00a0explore the enunciations that helped shape the development agenda.<\/p>\n

The article is divided into four parts: the nature and role of multilateral organizations in policymaking; development as a public philosophy of international cooperation during that time; trends in the\u00a0diplomatic agenda and international cooperation between 1950\u00a0and 1960; and, lastly, the PAHO director’s formulations regarding the relationship between health and development.<\/p>\n
