At the current moment in History we are living with the\u00a0pandemic coronavirus disease (COVID-19) it is important to look at\u00a0the national public health care systems, which will ultimately have to counter\u00a0mortality rates within territorial boundaries. In the case of Brazil, the Unified Health System (Sistema Unico de Saude<\/em>, SUS) will play a decisive role in this context.<\/p>\n To understand its foundations and rationale behind its creation, we have selected\u00a0one of the\u00a0articles most read in HCS-Manguinhos<\/em> on the subject: Health reform and the creation of the Sistema \u00danico de Sa\u00fade: notes on contexts and authors<\/a><\/strong>, by Historians Carlos Henrique Assun\u00e7\u00e3o\u00a0Paiva and Luiz Antonio\u00a0Teixeira, from\u00a0Casa de Oswaldo Cruz<\/em>\/FIOCRUZ.<\/p>\n The authors explain how within the context of the return to democracy, the new constitution enacted in 1988 transformed health into an individual right and initiated the process of creating a public, universal and decentralized health system, profoundly altering the organization of public health in Brazil.
