The impact International Relations can have on social policies is not something new. Conferences, technical missions and financing by international agencies dictate thematic agenda in state institutions and among public opinion.
Karina Ramacciotti, historian and researcher at Conicet ( Consejo Nacional de Investigaciones Científicas y Técnicas) analyses how international ideas influenced the protection and help to workers who got injured or sick in their working environments in Latin America, in the first half of 20th century.
While in the parliamentary discussion of the Argentinean Law no.9.688 about accidents in the workplace (1915) the influx of European – mainly French – ideas prevailed, after the First World War, the circulation of ideas was within the Latin American continent.
Thus, the references of Latin American experiences, mainly those of Chile and Peru, showed a prominent relevance in the political discourse. Both experiences were seen as novel and drove institutional knowledge to be observed and adapted into the Argentinian reality.
According to Ramacciotti, this type of investigation, which analyses the interaction between the local and the global in Latin America helps us to understand the transnational plot that underlies social policies. It also invites us to reflect on the circulation of ideas and actors within a regional context, which is often neglected in social research.
