“Health at the dawn of development: the thought of Abraham Horwitz” is part of the dossier “Bioethics and diplomacy in health” (HCSM vol.22 no.1 Jan./Mar. 2015).

This article explores the ideas of former director of Pan American Health Organization (PAHO) Abraham Horwitz on the relationship between health and development in 1961.

Fernando A. Pires-Alves and Marcos Chor Maio (Casa de Oswaldo Cruz/Fiocruz) explore the enunciations that helped shape the development agenda.

The article is divided into four parts: the nature and role of multilateral organizations in policymaking; development as a public philosophy of international cooperation during that time; trends in the diplomatic agenda and international cooperation between 1950 and 1960; and, lastly, the PAHO director’s formulations regarding the relationship between health and development.
